Gabbard's district encompasses the entirety of nearly every island and county in Hawaii except for the sliver of Oahu/Honolulu County that comprises Hawaii's First Congressional District.
Major Cities: Hilo is the biggest city in the district with a population of about 43,263. Gabbard's hometown of Honolulu is not within the district, but the district does include several of the city's suburbs.

Party Affiliation: Although party registration data for the district was not available, the Cook Partisan Voter Index gave the district a D+19 rating in 2018 and classified it as a solid Democratic seat. The district broke decisively for Hillary Clinton in 2016, giving her approximately sixty-one percent of the vote compared to Donald Trump's roughly thirty-one percent.
